Vietnam doesn't have one national minimum wage, it has four, and which one applies to a given hire depends on the district where the work is performed, not the company's headquarters or the employee's job title. For most tech salaries this floor is far from binding, but it still shapes the compliance baseline, and it's a genuinely useful signal when comparing the cost of hiring in different Vietnamese locations.

What changed for 2026

Decree No. 293/2025/ND-CP, effective 1 January 2026, raised the regional minimum wage by 250,000 to 350,000 VND per month, an average 7.2% increase, replacing the prior Decree 74/2024/ND-CP. This is a periodic adjustment process, not a one-off event, so the regional structure itself is stable even as the specific figures rise over time.

Why the region matters beyond the headline wage

The regional minimum wage frequently sets the floor for the mandatory social insurance contribution base as well as the salary floor itself. That means a hire in a lower-region location can carry a lower compliance floor across both salary and employer-side insurance contributions, not just a lower headline wage. For budget-sensitive roles, especially support, operations, or entry-level positions, this compounds meaningfully.

The district-level classification catches people out

Vietnam's regional system is defined at the district level, not simply by city name. Two locations within the same metro area, or even the same city, can sit in different regions depending on how that specific district is classified in the decree's appendix. Don't assume "based in Hanoi" or "based in Ho Chi Minh City" automatically means Region I without checking the specific district.

Where this matters less: most tech salaries

For software engineering, product, and most professional tech roles, actual market salaries sit well above any regional minimum wage, so the floor itself rarely binds. Where it's genuinely useful is as a rough proxy for the broader cost-of-hiring gradient across Vietnam's regions, and as a hard compliance check for support, administrative, or junior operational roles where pay can sit closer to the floor.
