Yes, for everyone. Saudi Arabia has no personal income tax on employment salaries, whether you're a Saudi national or an expatriate. There's no PAYE-style withholding on your paycheck.
GOSI (General Organization for Social Insurance) is Saudi Arabia's social insurance scheme. Expatriate employees are not covered by the pension or SANED unemployment schemes and have no salary deduction at all, your employer alone pays 2% of your contributable wage for occupational hazards insurance, which doesn't touch your take-home pay.
Saudi national employees registered before 3 July 2024 pay 9.75% of their contributable wage (basic salary plus housing allowance, capped at SAR 45,000/month). Employees registered after that date follow the newer Social Insurance Law with a higher combined rate that's still being phased in through 2026, check with GOSI directly for your exact registration track.
No. End-of-service benefit is a completely separate system from GOSI, paid by your employer based on your years of service and last basic salary. GOSI contributions (where they apply) don't reduce or increase your ESB entitlement.
