Segurança Social: 11%, no ceiling, ever

Employee Social Security is the simpler of the two calculations: a flat 11% of full gross salary, with no cap at any income level. That's a genuine structural difference from systems like UK National Insurance or US Social Security, both of which stop growing (or drop to a much lower rate) above a wage ceiling. In Portugal, an executive on €200,000 pays 11% Social Security on the full amount, the same rate as someone on €30,000.

This uncapped design is also why Social Security keeps contributing proportionally the same share at every income level, it's IRS's progressive escalões, not Social Security, that drive the rising effective rate as salaries climb.

IRS: dedução específica first, then nine escalões

Before the escalões apply at all, your rendimento bruto gets reduced by the dedução específica, €4,587.09 for most Categoria A employees in 2026, or your actual Social Security contributions if that figure is higher. Since Social Security is 11% flat and uncapped, the crossover where 11% of gross exceeds the flat €4,587.09 lands at roughly €41,700: below that, everyone gets the same flat deduction regardless of their real contributions; above it, the deduction simply equals whatever you actually paid.

The resulting rendimento coletável then runs through nine progressive escalões, 12.5% up to €8,342, climbing in steps to 48% above €86,634. Each band only taxes the income inside it, so on €60,000 gross, a €53,400 rendimento coletável produces €15,374.68 of IRS spread across the applicable escalões, not a flat rate applied to the whole amount.

Mínimo de existência protects low incomes, not tech salaries

The mínimo de existência (article 70.º, Código do IRS) fully exempts IRS at or below a reference threshold, €12,880 for 2026. It exists to guarantee that after-tax income never falls below a basic subsistence level for the lowest earners, and the full statutory formula phases the exemption out gradually up to roughly €14,641 gross rather than a hard cliff at €12,880.

None of the salary levels checked in this article, or realistically any tech or professional salary this calculator is aimed at, come close to that threshold. It's a genuinely important protection for low-income workers, but it doesn't change the picture at €40,000 and above.

How do the nine IRS escalões actually work?

IRS is a standard progressive bracket system, no different in principle from most other countries', just with more bands: nine escalões for 2026, ranging from 12.5% (up to €8,342 of rendimento coletável) to 48% (above €86,634). Each escalão taxes only the portion of income inside that band, so moving into a higher escalão never reduces your net pay, only the income above the threshold gets taxed at the higher rate. On a €60,000 gross salary, the rendimento coletável works out to €53,400 after the dedução específica, producing €15,374.68 of IRS across the applicable bands.

What is the dedução específica, and why does it matter more than it sounds?

It's a deduction applied before IRS brackets, reducing your rendimento bruto (gross income) to your rendimento coletável (the actual base IRS is calculated on). For Categoria A (salaried employment) in 2026, it's €4,587.09 (8.54 x the IAS of €537.13), or the total of your mandatory Social Security contributions if that's higher. Is Portuguese Social Security really uncapped, with no ceiling at all?

Yes, and this is a meaningful structural difference from several other European systems. Do these figures apply if I live in the Açores or Madeira?

No, not exactly. This calculator and article use mainland Portugal ('Continente') rates. The Açores and Madeira both apply regionally reduced IRS rates as an autonomous-region incentive, so a resident of either archipelago would see a somewhat lower IRS bill than the figures shown here at the same gross salary. Social Security rates don't vary regionally, so that part of the calculation stays the same everywhere in Portugal.

Does this cover IFICI (the NHR successor) or married/joint filing?

No to both, deliberately. This calculator models a single filer under the standard progressive escalões only. IFICI (Incentivo Fiscal à Investigação Científica e Inovação), the 2024 successor to the old Residente Não Habitual (NHR) regime, offers a flat 20% rate on qualifying Categoria A/B income from an eligible activity for 10 years, a completely different calculation gated behind an application and specific job-category eligibility. Married or PACS-equivalent joint filing (quociente conjugal) also isn't modeled.
