Most delivery managers rise through project management or technical lead roles over 8-12 years, picking up PMP or PRINCE2 certification and progressively larger account ownership before taking on full delivery-manager responsibility for a client portfolio.
A technical background helps early in the transition since it builds credibility with engineering teams, but by the delivery-manager level the role is judged mainly on stakeholder management, budget control, and delivery predictability rather than hands-on coding.
